The contractor shall provide support to the IHD-NSWC Weapons Simulation Department for software and hardware engineering, systems research and analysis, systems development and integration, modeling and simulation, maintenance, planning, and test and evaluation. Specific efforts and data deliverables will be specified in individual task orders issued under this contract. The following are task areas in which the Contracting Officer will issue task orders under this Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contractor shall perform task assignment within the scope of the tasks outlined in this Section. Engineering
The contractor shall provide analysis and recommendations relative to Guidance Test Set operational and technical systems requirements; the development and analysis of technical documentation for engineering issues and resolutions; and technical opinions on proposed engineering efforts. The contractor shall provide operational planning for engineering activities; including, detection and resolution of product difficulties; preparation of documents to include concept of operations, economic analyses and management engineering plans; and development and recommendations for engineering policy, practices, and processes. The contractor shall provide technical support for Guidance Test Set, including information systems security programs; assistance in developing organizational strategic information system plans; performing technical evaluations of documentation and systems; and preparing documentation for systems under-going certification and accreditation. The contractor shall perform system integration and interoperability assessments among Guidance Test Set components. The contractor shall analyze and report impact on issues such as costs, return on investment, schedule dependencies, and technically feasible alternatives and solutions. Of paramount importance are compatibility and interoperability issues relative to Naval fleet, shore commands, and other unified and specified commands. The contractor shall provide analysis, modeling, design, development, enhancements, testing, and documentation of new and existing capabilities; database support; computer programming support; development and maintenance of data files; on-going and task order driven operational support; computer support and other related support. The contractor shall prepare technical implementation plans, site surveys, engineering design plans, management engineering plans, transition plans, and related documentation. The contractor shall provide guidance in creation of system maintenance and configuration control procedures to be assessed though inspection and/or analysis to determine compliance with security policy objectives and/or security requirements. Security requirements define the security controls necessary to ensure that the Guidance Test Set and related Naval fleet equipment is capable of satisfying the information security properties of confidentiality, integrity, and availability. The contractor shall provide rapid prototyping and engineering support for demonstration, assessment, and implementation of new simulation and communications technologies. Use of existing Government and contractor laboratory facilities may be required to support these efforts. Program Support
The contractor shall provide program management support; including data mining or information excavation through historical and present information document sources (databases, spreadsheets, etc); accounting and financial reporting from information document sources and providing assistance in developing requirements for information document sources and systems to support information management activities and implementing such systems as appropriate. The contractor shall provide program/project management support through situation evaluation and automated management tool development that support all common aspects of Guidance Test Set depot missions. The contractor shall develop recommendations and automated tools to improve/expedite the assessment process. Software Development/Computer Program Support
The contractor shall provide software development support for Guidance Test Set projects and programs, related applications, and associated support systems. The contractor shall provide software engineering support in all phases of computer program, information systems, or database development including requirements analysis, design, code, test and integration for programs associated with missile Guidance Testing Set systems. Tasking could apply to new developments, modifications to existing products, and re-hosting of existing programs. The contractor shall research new or modified techniques for computer program development, translate these techniques into specifications for automated tool development and develop the automated tools. The contractor shall conduct Independent Verification and Validation (IV&V) on any of the GTS systems or components. The contractor shall perform data analysis to support problem isolation, resolution and verification of test results. The contractor shall provide software maintenance support to Guidance Test Set projects and programs. The contractor shall process System Change Requests/System Deficiency Reports (SCR/SDR) as required. The contractor shall perform engineering configuration management of designated systems/networks. The contractor shall select and/or develop and use engineering Computer Aided Design (CAD) tools to perform engineering analyses. General Support
As specified in each task order, the contractor shall provide technical support in the preparation of point papers, information status reports, technical reviews/reports and presentations, maintaining configuration information and planning/operational aids such as schedule or milestone charts in various forms such as hardcopy (black and white and color), viewgraphs and electronic formats. The contractor shall attend and provide support for Progress Reviews, Preliminary Design Reviews, Critical Design Reviews and other meetings. Meeting agenda, minutes and follow-up action item reports shall be provided as specified in each task order. |
